href=\"https:\/\/www.justice.gov\/opa\/pr\/joint-statement-department-justice-department-army-and-department-interior-regarding-standing\" target=\"_blank\" rel=\"noopener noreferrer\">In a joint statement<\/a>, the Justice Department, Interior Department, Army Corps of Engineers and Department of the Army halted the Dakota Access Pipeline pending a review to determine whether the administration \u201cwill need to reconsider any of its previous decisions\u201d approving the project.<\/p>\n<p><a href=\"http:\/\/www.washingtontimes.com\/news\/2016\/sep\/10\/obama-administration-overrules-judge-halts-work-no\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Washington Times<\/a> reports, the statement was issued within hours of\u00a0<a href=\"http:\/\/earthjustice.org\/sites\/default\/files\/files\/order-denying-PI.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a decision<\/a>\u00a0by U.S. District Court Judge James Boasberg denying the Standing Rock Sioux tribe\u2019s request to delay construction, ruling that tribe had failed to show that the project would damage cultural or historic sites.<\/p>\n<div class=\"read-more-show\">\u00a0The North Dakota Petroleum Council blasted the administration\u2019s intervention, describing it as \u201cyet another flagrant overreach by federal government and this administration\u201d that will \u201conly allow this rancor to continue.\u201d<\/div>\n<p>\u201cFor too long, this project has been mired in a campaign of misinformation and violence that does not consider the greater interests of national security and the state and nation\u2019s economic prosperity,\u201d said the council in a statement.<\/p>\n<p>Tribal leaders and national environmental groups cheered the postponement, which comes after protesters drew national headlines by breaking down fences around the $3.8 billion project and confronting security guards.<\/p>\n<p>The Standing Rock called the postponement a \u201cgame-changer,\u201d while the environmental litigation group Earthjustice, which represents the tribe, said it would give \u201ceveryone a much-needed \u2018time out\u2019 at Lake Oahe and an opportunity to rethink both this pipeline and the broader way in which we approach such projects.\u201d<\/p>\n<p>\u201cWhile the legal fight will surely continue for now, the administration has opened the door for genuine problem solving,\u201d said Earthjustice in the\u00a0Friday\u00a0statement.<\/p>\n<p>Protests began in April near the construction site on the planned 1,127-mile Dakota Access pipeline, owned by\u00a0<a href=\"http:\/\/www.daplpipelinefacts.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Energy Transfer Partners,<\/a>\u00a0which is slated to run crude oil from North Dakota\u2019s Bakken field through South Dakota and Iowa to an existing pipeline in Pakota, Illinois.\u00a0<a name=\"pagebreak\"><\/a><\/p>\n<p>The demonstration turned violent last week after bulldozers began work on what tribal leaders described as places of \u201csignificant cultural and historic value\u201d on private land, which Energy Transfer Partners has denied.<\/p>\n<p><a href=\"https:\/\/www.sayanythingblog.com\/entry\/video-dakota-access-pipeline-protesters-advanced-security-guards-hit-dogs-sticks\/\" target=\"_blank\" rel=\"noopener noreferrer\">Video posted<\/a>\u00a0from last week\u2019s confrontation showed guards using mace and dogs to keep back the protesters, as well as scenes of demonstrators throwing rocks at guards and hitting dogs with sticks.<\/p>\n<p>The tribe said about 30 people were pepper-sprayed and six were bitten in the skirmish, while local law enforcement said four guards and two dogs were injured in the Sept. 3 melee.<\/p>\n<p>North Dakota Gov. Jack Dalrymple\u00a0<a href=\"http:\/\/bismarcktribune.com\/news\/state-and-regional\/north-dakota-national-guard-to-provide-backup-to-law-enforcement\/article_57090461-12d0-5376-bf6b-041a4511ce4f.html\" target=\"_blank\" rel=\"noopener noreferrer\">on Thursday<\/a>\u00a0activated the National Guard \u201cout of an abundance of caution\u201d as protests continued along Highway 1806 south of Mandan.<\/p>\n<p>The administration said it would continue to provide resources \u201cto defuse tensions, support peaceful protest, and maintain public safety,\u201d while calling for demonstrators \u201cto adhere to the principles of nonviolence.\u201d<\/p>\n<p>All but 3 percent of the project, which is 48 percent completed, runs on private land.<\/p>\n<p>The Standing Rock have argued that the pipeline, which passes about a half-mile from the 2.3-million acre reservation, will disturb historic sites located off the reservation and could contaminate drinking water for the tribe\u2019s 8,000 members.<\/p>\n<p>In his ruling, however, Judge Boasberg said the tribe repeatedly foiled federal efforts to confer on the work\u2019s impact even though other nearby tribes cooperated with the process.<\/p>\n<p>At one point, the Standing Rock cancelled an October meeting that had been on the books for a month because \u201cnobody from the tribe was available to attend.\u201d The tribe also refused to participate in cultural surveys, even though the corps had moved to take \u201cavoidance measures\u201d where other tribes had raised concerns.<\/p>\n<p>The petroleum council said that the judge\u2019s ruling \u201cupholds what a vast majority of North Dakotans have known and believed all along: that this is a legal project that has met and exceeded the requirements of four states and the federal government.\u201d<\/p>\n<p>Meanwhile, Standing Rock chairman David Archambault II said in a\u00a0Friday\u00a0statement that \u201cour hearts are full\u201d after the administration\u2019s postponement.<\/p>\n<p>\u201cNative peoples have suffered generations of broken promises and today the federal government said that national reform is needed to better ensure that tribes have a voice on infrastructure projects like this pipeline,\u201d Mr. Archambault said.<\/p>\n<p>By <a href=\"http:\/\/www.washingtontimes.com\/staff\/valerie-richardson\/\">Valerie Richardson<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Obama administration took the drastic step\u00a0Friday\u00a0of temporarily blocking work on a North Dakota pipeline after violent clashes between protesters and security guards, overruling a federal judge\u2019s order allowing work to proceed.
