{"id":5441,"date":"2016-08-04T02:54:52","date_gmt":"2016-08-04T02:54:52","guid":{"rendered":"http:\/\/minutes.machine.market\/?p=5441"},"modified":"2016-08-04T02:54:52","modified_gmt":"2016-08-04T02:54:52","slug":"winter-construction-plan-developed-for-bakken-pipeline","status":"publish","type":"post","link":"https:\/\/machine.market\/blog\/winter-construction-plan-developed-for-bakken-pipeline\/","title":{"rendered":"Winter construction plan developed for Bakken pipeline"},"content":{"rendered":"<p>A Houston-based company building\u00a0the <a href=\"http:\/\/minutes.machine.market\/index.php\/2016\/06\/07\/3-8-billion-bakken-pipeline-gets-go-ahead-in-iowa-now-all-4-us-states-are-on-board\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bakken oil pipeline<\/a> through 18 Iowa counties has developed contingency plans to battle snow, ice and sub-freezing temperatures, if necessary, during\u00a0construction of\u00a0the project.<\/p>\n<p><a href=\"http:\/\/www.desmoinesregister.com\/story\/news\/politics\/2016\/08\/03\/winter-may-not-halt-bakken-pipeline-construction\/88008676\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Des Moines Register<\/a> reports, Dakota Access LLC, a unit of Energy Transfer Partners, said earlier this year it\u00a0hoped to begin work\u00a0on the underground\u00a0pipeline no later than May 17 to avoid winter construction. But the Iowa Utilities Board\u00a0didn&#8217;t give a go-ahead for most of the work until June 6, and the U.S. Army Corps of Engineers didn&#8217;t verify environmental compliance\u00a0in Iowa until July 26. The pipeline will transport crude oil through a 30-inch-diameter pipeline\u00a0from North Dakota&#8217;s Bakken oil fields to a distribution hub at Patoka, Ill.<\/p>\n<p>Dakota Access officials said last week they planned to move forward with construction in Iowa\u00a0as quickly as possible to limit work on the project\u00a0to one crop growing season, and\u00a0they still hoped to have the pipeline in service by the end of the year. However, the Iowa Utilities Board had already\u00a0ordered Dakota Access to develop\u00a0plans for winter construction.<\/p>\n<p>Iowa Utilities Board spokesman Don Tormey said\u00a0the board&#8217;s staff will review the winter construction plans\u00a0and present a report to the board. But Lisa Dillinger, a Dakota Access spokeswoman, said Wednesday there has been no change to the company&#8217;s plans and the winter construction document was submitted to Iowa regulators as part of the permitting process.<\/p>\n<p>The winter plan discusses working in snow and cold weather, including\u00a0stripping frozen topsoil with\u00a0equipment capable of accurately removing variable depths of soil. It also proposes suspending final cleanup activities and topsoil placement if stockpiled soil is frozen and cannot be uniformly distributed across the right-of-way.\u00a0In places where restoration cannot be completed over the winter, the right-of-way would be left in a rough\u00a0condition to reduce potential for erosion during snow melt.<\/p>\n<p>Erosion control devices would be installed and efforts would be made to stabilize\u00a0soil\u00a0and remaining soil stockpiles left over the winter\u00a0or for more than seven to 21 days, depending upon slopes.\u00a0Trenches would be backfilled with unfrozen soil as practical, the plan suggests. The\u00a0final cleanup schedule would vary, depending upon ground conditions and time of construction. In addition, when thawing occurs, construction activities could be suspended in unsuitable areas until conditions are appropriate or until alternatives are identified.<\/p>\n<p>Wallace Taylor, lawyer for the Iowa chapter of the Sierra Club, which opposes the pipeline, said his initial impression\u00a0is the winter construction plan\u00a0appears\u00a0too general\u00a0and lacks detail. Secondly, the plans aren&#8217;t specific enough in defining adverse winter weather conditions, he added.<\/p>\n<p>Chad Carter,\u00a0business agent and vice president for\u00a0Operating Engineers\u00a0Local 234 in Des Moines, said he&#8217;s heard that Dakota Access is still hoping to finish most work by Oct. 31 on the Iowa segment of the four-state pipeline. That would include installing the pipe in trenches and backfilling dirt, allowing the pipeline to become operational,\u00a0but not including cleanup work, he said.\u00a0But\u00a0Carter anticipates more workers will be needed to expedite construction in Iowa.<\/p>\n<p>Cold and snow can be\u00a0significant concerns late\u00a0in the construction season,\u00a0said\u00a0Carter, who has worked on pipeline construction projects in the past.<\/p>\n<p>&#8220;When you have three feet of frost, you really can&#8217;t rip into the ground just to take a foot, and when the stockpile of dirt is so frozen that you can&#8217;t spread it anymore, you are just spinning your wheels,&#8221; Carter\u00a0remarked.<\/p>\n<p><span class=\"asset-metabar-author asset-metabar-item\"><a href=\"http:\/\/www.desmoinesregister.com\/staff\/8901\/william-petroski\/\" rel=\"author\">William Petroski<\/a>, bpetrosk@dmreg.com<\/span><span class=\"asset-metabar-time asset-metabar-item nobyline\">7<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Houston-based company building\u00a0the Bakken oil pipeline through 18 Iowa counties has developed contingency plans to battle snow, ice and sub-freezing temperatures, if necessary, during\u00a0construction of\u00a0the project.
