{"id":11446,"date":"2017-06-08T14:43:55","date_gmt":"2017-06-08T14:43:55","guid":{"rendered":"http:\/\/minutes.machine.market\/?p=11446"},"modified":"2017-06-08T14:43:55","modified_gmt":"2017-06-08T14:43:55","slug":"osha-advisory-committee-to-host-teleconference-on-proposed-crane-operator-certification-delay","status":"publish","type":"post","link":"https:\/\/machine.market\/blog\/osha-advisory-committee-to-host-teleconference-on-proposed-crane-operator-certification-delay\/","title":{"rendered":"OSHA advisory committee to host teleconference on proposed crane operator certification delay"},"content":{"rendered":"<p>Washington \u2013 The Advisory Committee on Construction Safety and Health has scheduled a\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2017\/06\/06\/2017-11588\/advisory-committee-on-construction-safety-and-health-accsh?utm_campaign=subscription%20mailing%20list&amp;utm_source=federalregister.gov&amp;utm_medium=email\" target=\"_blank\" rel=\"noopener noreferrer\">public teleconference<\/a>\u00a0for June 20 to discuss OSHA proposing another one-year extension to the compliance deadlines for crane operator and employer certification.<\/p>\n<p>As part of its updated\u00a0<a href=\"https:\/\/www.osha.gov\/cranes-derricks\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Crane and Derricks in Construction Standard<\/a>, OSHA mandated that crane operators become certified via an accredited testing service, an independently audited employer\u2019s program, military training, or compliance with qualifying state or local licensing requirements. It also stated that employers needed to ensure crane operators are properly instructed and adequately skilled to safely work on the machinery.<\/p>\n<p>According to <a href=\"http:\/\/www.safetyandhealthmagazine.com\/articles\/15775-osha-advisory-committee-to-host-teleconference-on-proposed-crane-operator-certification-delay\" target=\"_blank\" rel=\"noopener noreferrer\">Safety and Health Magazine<\/a>, those requirements were slated to begin in November 2014 but were delayed for three years, largely because of two issues. First, the final rule required certification for both the types of cranes and their capacities. Second, stakeholders expressed concerns regarding the regulatory language \u2013 that \u201ccertification\u201d doesn\u2019t necessarily mean an operator has the appropriate skills.<\/p>\n<p>The new proposed extension would move the compliance deadline to Nov. 10, 2018, to give OSHA time to address concerns, the agency stated.<\/p>\n<p>ACCSH is accepting\u00a0<a href=\"https:\/\/www.regulations.gov\/document?D=OSHA-2017-0007-0001\" target=\"_blank\" rel=\"noopener noreferrer\">comments<\/a>, requests to speak during the meeting, speaker presentations \u2013 electronic or written \u2013 and any need for special accommodations until June 9.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Washington \u2013 The Advisory Committee on Construction Safety and Health has scheduled a\u00a0public teleconference\u00a0for June 20 to discuss OSHA proposing another one-year extension to the compliance deadlines for crane operator and employer certification.
